What's wrong with this picture about Rio Rancho flood control funds?

Rio Rancho's success is the local flood board's burden. As the city's population continues to swell and Rio Rancho's downtown project takes off, land prices are skyrocketing. So much so that the Southern Sandoval County Arroyo Flood Control Authority has had to cut back on dam projects in Rio Rancho.
Rio Rancho's success is the local taxpayers burden. And not just in Sandoval County.
Paying top land market prices for required public improvements is a long standing practice that defies logic. Afterall, the property wouldn't be worth much without public improvements that make it developable in the first place. Roads and water, to start. (And water is another Rio Rancho story in the Journal this morning.)
